APS Certificate for Germany: The Complete 2026 Guide for Indian Students

Quick answer: the APS certificate is a document-verification certificate issued by the Academic Evaluation Centre (Akademische Pruefstelle, APS) at the German Embassy in New Delhi. It confirms that your Indian school and university documents are genuine and shows which kind of German study they qualify you for. If your qualifications are Indian, you need it before you can apply for a German student visa, and many universities ask for it with your application. The fee is INR 18,000, it is non-refundable, the certificate is sent to you as a PDF by email, and processing takes at least two weeks – often much longer in busy months.

The procedure changed in 2026. For Master’s applicants whose Bachelor’s degree is in engineering, commerce/accounting/finance/economics or business/management, APS India now also requires a dMAT (Digital Master Test) certificate for the summer semester 2027 intake onward. Many guides online have not caught up with this. Everything below was checked against APS India’s published checklists and FAQs on 5 October 2026 – rules do change, so always confirm on aps-india.de before you pay.

What the APS Certificate Is – and What It Is Not

APS verifies documents. It does not admit you to a university and it does not issue visas.

German universities and visa officers cannot easily check whether a marksheet from an Indian board or university is real. Since 1 November 2022 the German missions in India therefore require Indian applicants for a student visa to have their academic history verified first. APS checks your documents directly with your school, board, college or university, and if everything is genuine and complete it issues a certificate that German universities and the visa section accept as proof.

What APS does not do

APS India states clearly that it does not issue visas and does not decide on visa applications, and that it does not replace the admission decision of a university or of uni-assist. A valid APS certificate is a necessary document, not a promise of admission or a visa. It also does not convert your grade to the German scale – that is done by the university or by uni-assist (see our CGPA to German grade guide).

Is there still an APS interview?

The current published procedure for applicants with Indian documents (leaflet valid as of June 2026) consists of online registration, fee payment, posting your documents and verification. It does not list an interview. Older articles that describe an interview or a mandatory TestAS refer to earlier versions of the procedure; APS India’s FAQ says TestAS is currently not a mandatory part of APS verification in India.

Who Needs an APS Certificate – and Who Does Not

The deciding factor is where your qualifications were issued, not your nationality alone.

If you are applying for vocational training (Ausbildung) or a job rather than a university course, the APS procedure for students generally does not apply – your route goes through qualification recognition and a work or training visa instead. The dMAT: The 2026 Change for Master’s Applicants

If your Bachelor’s is in engineering, commerce or business, read this before planning your Master’s intake.

The dMAT (Digital Master Test) is a standardised academic aptitude test developed by German universities with g.a.s.t., the organisation that also runs TestAS. APS India has added it as an extra element of APS documentation for selected Master’s applicants. APS India still verifies your documents; g.a.s.t. runs the test and issues the dMAT certificate, which you then send to APS together with your other documents.

What It Costs and How Long It Takes

Budget INR 18,000 for APS and, if it applies to you, EUR 150 for the dMAT.

APS does not publish a guaranteed maximum. In our experience of planning applications, the safest assumption is that the certificate can take six to eight weeks in the busy months before the winter intake, so start as soon as your final marksheets exist. The single biggest delay is your own college: APS writes to your institution to confirm your records, and institutions must reply from an official email address – replies from Gmail-type addresses are not accepted. Tell your examination section that the query is coming.

Documents Checklist (2026)

Send copies, never originals. APS reserves the right to ask for more.

If you studied at a polytechnic or vocational centre, include those marksheets and the diploma, but note that APS states these do not by themselves count as equivalent to a Bachelor’s degree. If you went on an exchange semester abroad, add proof of the exchange, the host university, and how your Indian university recognised those credits.

For the visa stage, the German missions accept only government-approved language certificates (for example Goethe-Institut/Max Mueller Bhavan, OeSD, DSD, IELTS, TOEFL). How to Apply for APS, Step by Step

Check your category

Use APS India’s eligibility quiz and download the checklist for your group (Class XII, JEE, undergraduate, graduate, Process A or P).

Take the dMAT if it applies

Master’s applicants in affected fields register on the official dMAT site, sit the test and download the certificate before submitting APS documents.

Create your account on aps-india.de and complete the seven registration steps: account, personal details, two education sections, TestAS details, language details and payment.

Pay INR 18,000

Online payment activates the account fastest. Keep the receipt – it goes into your document envelope.

Print, sign and assemble

Print the application form, sign it personally, attach the photo and arrange copies in checklist order. Add notarised translations only for non-English documents.

Courier the envelope

Send it to the APS address published on the website and keep the tracking number. Do not include originals.

Alert your institutions

Tell your school and college that APS may email them, and that they must reply from an official address.

Track and receive

Your online profile shows the result; successful applicants receive the certificate as a PDF by email. Keep the original PDF safe.

When to Apply for APS: Timing Around the Two Intakes

Work backwards from your visa appointment, not from the university deadline.

Deadlines differ by university and programme, so treat this as a planning frame, not a rule. Many universities accept an application while APS is still in process, but the visa appointment cannot be completed without the certificate – which is why a late APS application is one of the most common reasons students miss an intake.
